Funded by the UNDP Global Environment Facility in partnership with the Cook Islands Government, Penny led the review of environmental guidelines, the national tourism accreditation system, tourism industry contribution and support for biodiversity conservation projects associated with the Marae Moana, a multiple-use marine park which extends over the entire Exclusive Economic Zone of the Cook Islands.
