Penny led the team to assist the Australian Government to attract and manage private sector ecotourism in its national parks and other natural areas across Australia. The Australian Government wished to encourage private sector development of exceptional visitor experiences that would showcase destinations and have beneficial outcomes for local and regional communities. The project involved an analysis of the existing national approach, investment models in international jurisdictions, in-depth discussions with selected investors, park managers and tourism operators and a recommended approach. This project was undertaken with TRC.
