Penny worked with TRC and the Gunaikurnai Traditional Owners of East Gippsland (Victoria, Australia) and Parks Victoria to develop a plan for 10 parks and reserves. The plan aims to integrate traditional Aboriginal and Western land management practices; provide employment, economic and cultural opportunities for Gunaikurnai people; develop understanding of Aboriginal culture in the wider community; and provide for quality recreational opportunities.
